    CEO has the right idea, but there is no culture and management is just out for themselves.

    Rebuild the HP culture. Hold managers accountable for employee development and success. Prioritize quality over speed. Seek out internal candidates and hire from within, only go outside with high level approval and in extremely rare cases.
