It is very flexible. Normally, people have 23 days off but it is very normal to take anywhere in between 4-5 days a years up to 40. Supervisors are very understanding when it comes to this and people tend to plan their holidays mainly to christmas, easter or end july/august, although it is not uncommon for people to take many days off in other periods of the year.
38 days including bank holidays is an extremely good package in the UK
The lack of a centralised university policy for PhD students (even within a subject e.g. chemistry) means that it depends entirely on the whim of your supervisor.
The length of leave that you are entitled to take, if the atmosphere of the work place/boss let you take it all!

The annual leave is 30 days but inclusive of 7 days bank holiday, making it 23 days - which is fairly standard for the UK.
