Manager sat down with me on the first day and told me he's not checking the time nor going to tell me off if I'm 5 minutes late. I was then offered the option to start at 9am or 11am. Another guy in our office used to start his shift in the afternoon and finish late because those were his preferred working hours.
It's an academic job, so I'd expect flexibility to be part and parcel, but it does vary byline manager and I've heard of people making senior lecturers be at their desk 9-5 as a power play.
Come any time you like, leave any time you want. No one cares as long as you finish your thesis in 3 years and publish a few papers.
The research you do is entirely yours and will depend on the number of hours you're prepared to put in.
As flexible as you want it to be
