It is generally accepted in academia that you can do your work anywhere as long as you get it done. UCL is no exception, but in terms of PhD students, it depends very much on your supervisor. Some of them can exercise extreme micromanaging.

You get a lot of flexibility in terms of where you want to work - academics are a hard-working bunch so they do work very hard even though they are at home!
University College London is situated in London and most of the employees live outside and have to commute to work. My supervisor did not expect me to come in when I could have done the same work from home. However he liked us to be around to increase collaboration etc.
