Acciona Design Engineer interview questions

The HR contacted one week after apply online and face to face interview was schedule. There were only 2 people in the interview, the hiring manager and HR. They were friendly and job description was told and the hiring manage also asked about past experience and how those experience can be applied in this role. The whole interview lasted for one hour and I received a call for a verbal offer the following week. However, they are actually waiting for a project to be awarded so they have budget issue and will confirm again with all the paper work and checks two weeks later. Unfortunately, they only contacted more than a month after the verbal offer to let me know that they are cancelling the offer and not hiring as they did not get the project. Feeling quite disappointed about the late update and it will be better for them to advertise as 'Express of Interest' in the future.
