Interview
It is based on regular online application for PhD programs. Some faculties want to interview via Skype call if you are an international student. Otherwise you can come visit campus and CS department. CS department will pay one-way flight ticket for you.

Question 1
It totally depends on the faculty that wants to hire you as student. No general rule. In my case, it was after getting my offer. So it was just some explanations that what research topics are focused here and so on. Not actually an interview.

Interview
I think the admission committee reviews all the applicants first and they focus on GPA and past research experience. Then they are interested in you, they will send a notice of a skype interview. The skype interview focus on some details of your past experience which is shown on the resume.
