    A big business in a competitive landscape always has risks, so cyclical culling of teams occurs. Hasnt always focused investment in technology to the best benefit of the revenue generating business. Too Process Heavy

    Find ways to let the business and people self manage their recources in particular their technology. Let people just get on with it.
