Pros

Contract employees, who compromise 95% of the staff, are competent and hard-working.

Cons

FOH is a toxic work environment. Leadership (management) is remote from the staff, does not understand the work involved in managing federal customers in the Clinical Health Services program, is capricious (ever-changing goals), and does not value its contractor employees. Contractors are treated as second-class citizens. Leadership doesn't value its personnel or care what value they contribute to the agency. Nor does it care about its customers. Example: leadership demanded that the entire Fiscal team focus all of its efforts on a disastrous software implementation at the end of the fiscal year, when their attention should have been focused on contract renewals. With regard to the software implementation, every cardinal rule was broken. In summary, Federal Occupational Health is toxic and chaotic.
