The management want's you to study and take certifications, which will benefit the company, but in the same breath, they are "not interested in paper warriors".
Rather than paying for training, they want you to learn from your coworkers.
Don't expect much in the way of compensation for earning the certifications as well, you need to "prove yourself", then the reward will come. Waiting for the reward to come is a risky proposition as well, as raises were not given this year.
