Management is largely inept. They tend to introduce new programs or incentives or ways of doing things that end up kind of fading away.

Somewhere to work when you can't get a job elsewhere.

Cons

HR is inept with information regarding the job, IE: pay, hours, benefits. You are thrown in the deep end and no one can give you answers. No management at all. Management is picked from bus drivers, what qualification apart from driving a bus do they have that's why management in inept as well.
