I have been working at US Naval Research Laboratory

    Pros

In general you get to work with cutting technology with all the test equipment you could possibly want. Very stable position, with friendly and very smart coworkers.

    Cons

Because this is a research institution the focus for pay reviews is research focused (papers, conferences ,etc). As a software developer this makes it hard to look like you are contributing and thus hard to move up. Also working for the government can feel like you are working with both arms tied.

    Advice to Management

Create a different tract for non research employees.

    Doesn't Recommend

I worked at US Naval Research Laboratory

    Pros

Job is stable -- darn near impossible for anyone to be fired. Laid back atmosphere. Free parking. Credit union nearby.

    Cons

Too many loafers. Support staff is worse than useless. They see it as their job to keep you from doing yours. Worst of both worlds -- you're expected to act like a contractor by bringing in your own funding, while being paid like a government employee.

    Advice to Management

Not much management can do. This is the federal government. You can't get the best people, can't compensate them properly. They make do with what they have. Maybe the entire mission should be revisited.
