How would one implement mutex_[un]lock functions without having a mutex available.

Don't expect a description of what threading primitives are available, and be prepared to be shunned if you logically presume that there are none. The interviewer didn't have a firm grasp on spoken English so communication and discussion about the problem space was virtually impossible.
