Overall, a good interview process, consider the stage of the company. However, they have to be dinged for filling this position with someone with ostensibly no HR experience (2 years at mid-size company) while rejecting actual HR candidates because they don't have "small enough" company experience. Seems there was a preference for industry background or other reasonings. With that said, the hiring manager, CEO and recruiter/head of talent were both cordial, asked good questions, and down to earth. No red flags and throughout the process. Transparent about having your hands on a little bit of everything, scaling and growing.
While it's great you give feedback for rejected candidates, make sure the hires you're selecting comport with what you're saying, otherwise it comes across as inauthentic.
