Penn State Programmer interview questions

Participated in a twenty minute phone interview that went very well. At the end I was told someone would contact me to schedule an in-person interview, which someone did. About a week later I was called and told they were cancelling the interview because they had since filled the position. Who fills a position without first interviewing all the candidates?
