SA Water Structural Engineer interview questions

I was interviewed by the Manager Engineering Studies, and the Principal Structural Engineer. Technical questions from the Principal Structural Engineer were very basic, and when I discussed more technical matters it was clear he did not understand basic engineering concepts. I ended up declining the offer, as the experience reflected badly on the organisation and technical aptitude is important to me at this stage of my career. If the Principal Structural Engineer does not know his stuff, then who will I learn and develop from? I have also heard that senior leadership is very poor, so this was the last straw.
