1 Role Overview
The ServiceNow SAM Pro Lead Consultant is a key senior delivery role within Synyega's Tooling & AI practice, responsible for the design and implementation of SAM Pro engagements from tool capability review and target operating model design, through foundation build, integrations, publisher onboarding, MVP go-live, and transition into BAU.
Lead Consultant is expected to design the solution, evidence it through formal client governance (Technical Design Authority, Architecture Review Board, Solution Architecture Board), and remain close enough to the build to direct and quality-assure delivery activity.
The successful candidate must have the right to work in the UK, be a UK resident for a minimum of 5 years and be able to attain UK Government SC Clearance.
Practice context: the Lead Consultant works closely with the Head of Tooling & AI, who retains overall engagement ownership and acts as the primary point of contact for client SROs and senior sponsors. The Lead Consultant holds the day-to-day technical lead position on engagements, with strategic decisions, governance positioning, and key client escalations taken jointly with the Head of Tooling & AI. The practice is in growth mode, and engagement autonomy will scale with the team.
Engagements span public sector, media, and global manufacturing clients, with HMRC currently the most significant programme in flight.
2 Key Responsibilities
2.1 Solution Design & Implementation Leadership
· Lead design and delivery of the SAM Pro solution, target operating model, workspace approach, environment strategy, release path, RBAC matrix, integration and connector architecture, normalisation and reconciliation rule set, and reporting baseline, working with the Head of Tooling & AI on strategic decisions and governance positioning.
· Contribute to MVP scope, publisher tiering (anchor, top-tier, medium-tier), wave entry criteria, and the publisher onboarding model, with sign-off by the Head of Tooling & AI.
· Lead the foundation build phase, directing assigned delivery consultants on configuration, administrative controls, RBAC, and reporting foundations, and personally quality-assuring build records and configuration workbooks.
· Lead the integration and connector build, including Service Graph Connectors, SCCM/Intune endpoint integrations, SaaS application integrations, cloud (AWS/Azure) sources, and financial sources such as Apptio where in scope.
· Support the end-to-end monthly compliance cycle rehearsal, defect triage, and resolution prior to go-live.
· Lead MVP production go-live and hypercare, including first live compliance cycle, KPI baselining, defect resolution, and the readiness recommendation to scale publisher onboarding.
2.2 Tool Capability Review & Readiness Assessment
· Lead tool-neutral SAM tooling capability reviews using Synyega's tooling review workbook, scoring functional and non-functional requirements against a defensible methodology and producing governance-ready recommendations.
· Produce SAM Tool Readiness Assessment reports covering current-state, data, integration, operational, and delivery readiness, with prioritised remediation recommendations.
· Support clients in preparing objective assessments, option appraisals, and tool selection submissions to internal governance and audit functions.
2.3 Client Governance & Technical Authority
· Represent Synyega at client governance forums alongside the Head of Tooling & AI, including Technical Design Authority (TDA), Architecture Review Board (ARB), Solution Architecture Board (SAB), and equivalent enterprise architecture and security gates, leading on technical detail, evidence, and design defence.
· Produce technical standards submissions, security assessment evidence, and design artefacts at each approval gate, jointly reviewed and signed off with the Head of Tooling & AI before submission.
· Translate client governance feedback into actionable design changes without compromising delivery timelines or programme objectives.
· Present solution design, implementation progress, and risk position to client programme boards and senior technical stakeholders, with joint representation alongside the Head of Tooling & AI at SRO and sponsor level.
2.4 CMDB, Discovery & ITOM Visibility Foundations
· Set the data foundations approach for SAM Pro engagements: ServiceNow Discovery configuration, MID Server design, Service Graph Connectors, ACC-V deployment, and CMDB data quality posture, working with the Head of Tooling & AI on architectural decisions.
· Lead Discovery, ACC-V, and CMDB remediation activities personally where required, or direct assigned delivery consultants where available, and validate that foundations are fit for reconciliation before publisher onboarding begins.
· Define and oversee the HAM alignment approach where in scope.
2.5 Publisher Onboarding & ELP Assurance
· Design the standardised publisher onboarding model, entitlement evidence standards, data mappings, reconciliation logic, exception handling, and Effective Licence Position (ELP) assurance approach in collaboration with the Head of Tooling & AI.
· Lead anchor publisher onboarding personally; oversee subsequent waves delivered by assigned consultants under the standardised model as the team grows.
· Quality-assure ELP outputs, reconciliation records, and UAT artefacts before client sign-off.
2.6 Delivery Leadership & Practice Contribution
· Provide technical leadership and quality assurance for any Synyega delivery consultants assigned to the engagement, and step into hands-on delivery directly where the team has not yet scaled.
· Work with the PMO on SoW milestone delivery, gate artefact production, change control, and progress reporting.
· Contribute to Synyega's internal methodology: tooling review workbook, implementation accelerators, publisher onboarding templates, and configuration standards, helping to mature the practice's delivery approach as Synyega scales its SAM Pro capability.
· Mentor consultants on ServiceNow SAM Pro best practice and client-facing delivery as the team grows.
3 Expected Deliverables
· SAM Tool Readiness Assessment report and capability review scorecards.
· SAM Pro Solution Design, including target operating model, architecture principles, and workspace approach.
· Integration and connector architecture specification.
· RBAC matrix and administrative ownership model.
· Implementation plan, test strategy, and cutover plan covering foundation build through go-live.
· MVP definition, publisher tiering model, and wave entry criteria.
· TDA, ARB, and SAB submission packs and supporting evidence.
· Foundation build records, configuration workbook, and remediation closure log.
· Integration build pack, connector runbooks, and rehearsed monthly compliance cycle outputs.
· Anchor publisher onboarding pack, ELP sign-off record, and UAT/go-live readiness report.
· Go-live completion report, first live compliance cycle outputs, and hypercare log.
· Stakeholder playback decks for technical, programme, and SRO audiences.
4 Required Experience
· 5+ years hands-on, client-facing ServiceNow SAM Pro experience.
· Proven lead consultant or solution architect responsibility on at least two end-to-end SAM Pro implementations, from design through MVP go-live.
· Strong solution design background: target operating model, workspace approach, RBAC, integration architecture, and reporting baseline.
· Strong CMDB, Discovery, MID Server, and ITOM Visibility expertise, including how data foundations underpin SAM Pro reconciliation.
· Demonstrable experience designing and delivering integration architectures using Service Graph Connectors, SCCM/Intune, SaaS connectors, and cloud sources.
· Experience producing and defending design artefacts in formal client governance (TDA, ARB, design boards, or equivalent enterprise architecture forums).
· Experience leading publisher onboarding and ELP assurance for at least Microsoft and one other major publisher (Oracle, IBM, SAP, VMware, Adobe, or Citrix).
· Strong stakeholder communication skills and able to present and defend technical design to enterprise architects, security stakeholders, and senior client sponsors.
· Comfortable working hands-on at lead-consultant level today, and quality-assuring or directing the work of other consultants as the practice scales.
· Able to work independently in a fully remote consultancy delivery model.
5 Beneficial Experience
· Tool-neutral SAM tooling capability review experience, including weighted scoring methodologies and option appraisal.
· Other SAM Tooling products experience, particularly in transition or replacement scenarios.
· UK central government or wider public sector delivery experience, including familiarity with TDA, ARB, SAB and equivalent governance models.
· Large-scale regulated delivery experience.
· Experience working alongside ServiceNow partners, system integrators, or multi-vendor delivery teams.
· ACC-V (Agent Client Collector for Visibility) deployment and operational experience at scale.
· SaaS Licence Management, Microsoft 365 optimisation, and direct SaaS integrations within SAM Pro.
· Hardware Asset Management (HAM) module configuration and HAM/SAM alignment.
· ServiceNow scripting (Business Rules, Script Includes, Flow Designer) for SAM Pro automation.
· SFIA-aligned consultancy delivery, ITIL 4, or formal solution architecture qualifications.
· Experience with adjacent ITAM tooling (Flexera, Snow Software,) for benchmarking and migration scenarios.
· Desing and Build SAM Dashboard using Platform Analytics
