Nightmare scenario of vacuous, feckless, pathologically dishonest Senior Leadership that is all style and zero substance. Constant change in organization facing the customer results in loss of mission knowledge, uncontrolled cost growth. With no real institutional credentials that can differentiate their offers, they are locked in to LPTA bid strategies. This results in draconian cuts to employee compensation and overall negative impact to staff morale. The turnover at the project manager level is a lead indicator of this problem.
