I can't think of any. Some get lucky with the few great supervisors the agency has.
Cons
Hiring practices are obscure and not based on merit. Don't bother about working hard because that's not how you get ahead. It's all about where you went to college and what mechanism you are in to work for the agency. Performance is not important for most of these people. You will find bizarre situations like contractors training federal employees on a particular skill/topic but then those same contractors would be considered unqualified to do the job they are training others to do.
