I worked for the community and economic development department and the leadership was great. Allowed freedom and creativity with work but available for guidance and mentorship. Flexible, smart.

It was not a full work from home position, pay was somewhat low

Decent pay and benefits; paid holidays; staff events with food. Good place for entry-level positions and experience.

Top-down leadership creates lots of nasty politics, competition, and a general sense that the bottom line and positive audit results outweigh the importance of honesty/integrity, employee satisfaction, positive agency culture, and any semblance of work-life balance.
