Pros
Good for gaining experience in software development. Entire department recently received huge pay increases this year because of new management that wanted higher salaries for themselves. They have started offering 1 day a week telecommuting. But if you're a favorite of management or in management, you can work from home whenever you want without any scrutiny.
Cons
As of this writing the Information Systems department at Davis County Government has all white males in all their leadership roles. This isn't a coincidence. They don't value skill but only value how long you've been in your position even if you're the most incompetent person in the entire department. Raises are pretty much mandatory no matter what type of work or effort you put forth. So for those that are incompetent, that would be a pro. But for the rest, it isn't fair, because the potential percentage for good raises are decreased because payroll budget must be shared with those not deserving of a raise. Complaints and working with HR gains no results because HR basically has no power over employees. They only have the power to "advise" management. Meaning, even if HR finds something seriously wrong that calls for employee termination, management is ultimately the one to make that decision. In my experience, HR does seem to care if an employee is being harassed, discriminated or retaliated against because of their ethnicity or gender and will proceed with an investigation. However, they are powerless when it comes to how management handles their advice for a course of action. Basically, if you work in the IS department and you're a minority (female or non-white) you're screwed. No matter how many complaints to management or HR you file, even if you have proof, nothing will ever happen in your favor and management will look at you as a trouble maker. Lastly, this is a true government job where most employees continue to work there until retirement when they can finally retire and get their pension. No hard work or competence required to do their jobs. No accountability is ever taken if you are a white male and you screw up and cost the county, literally, millions of dollars. If you aren't a white male that is a favorite of management, then I wouldn't bother working at this place no matter what they pay.
