Gamesa Corporate made all of the decisions, US management couldn't get anything useful done without being blocked by Spain. Several years without building anything. Great projects sitting and ready to be built and aren't because they're not approved. The projects that are approved were ones that made no sense to build. No standards or processes in place. Not a tremendous amount of institutional knowledge.
