Greentube operated with a markedly top down culture in which accountability was uneven and constructive challenge could be resisted or indirectly penalised. This constrained open dialogue, slowed efficiency improvements, and made root cause resolution more difficult than necessary. A clear gap existed between authority and accountability: control remained concentrated at the top, while responsibility was frequently pushed downward. Despite carrying broader responsibility in practice, formal remit, recognition, and credit remained unchanged. The result was a culture that felt more defensive than developmental, with limited support for transparency, ownership, mature leadership, and fair acknowledgement of contribution. These issues did not appear purely structural. They also reflected a more traditional local management style in which hierarchy, deference, and internal control were often prioritised over challenge, accountability, continuous improvement, and recognition
