Each individual center director is free to run their world as they see fit and make their staff MISERABLE... I was blamed for a child's allergic food reaction two weeks after the fact, while I was away on vacation. The incident was investigated and written up without any input from me at all and I was officially reprimanded in writing and put on unpaid leave 3 weeks later.
