The agency has an extremely high turnover rate for a reason. No, it is not mostly due to the inherently stressful nature of the work itself. It's because there is not near enough support in managing challenging behaviors and special education needs in the classroom. Teachers are not given enough resources then blamed for not meeting extremely high expectations. The amount of responsibility in job roles is also deceptively described and can forcibly change at the agency's discretion. No wonder people quit.
There is also a huge discrepancy between what is taught on paper and by higher ups and the reality of the classroom. One cannot please both because they are vastly different standards of classroom management. There are some truly excellent teachers who do follow the trainings, but there is wide variation in this. Everyone knows this and is too afraid to say it out loud.
