Personnel are expendable. They don't care if you leave, they are sure someone cheaper will come along. Not interested in any kind of benefits (except expensive healthcare and state mandated days off) to encourage employee retention. Terrible work place culture, only pays lip service to HR issues. Keeps terrible employees in place, and lets great ones go.
