The company is very old fashioned and unwilling to make changes that fit this century. The IT department is reactive instead of proactive. Managers and supervisors are only there to collect a paycheck and fell accomplished in their position. They are not willing to make changes that are beneficial to the process of invest in their existing employees. The management would rather hire someone off the street who looks good on paper, rather than promote from within.
