I currently work for Systems USA on H1 and they did not charge me anything for the H1. In fact they even paid for all my expenses to get the stamping done. I also know many other employees of Systems USA who are on H1 and all of them did not pay anything for the H1 or spouse visa. Maybe the person who told you that they charge for H1 didn't know what they are talking about.
Cons
Starting Salaries are just a little bit lower than market but they raise it within 6 to 12 months. I guess they are just trying to cover some of the relocation expenses that they pay for during the first few months.
