Senior management. People are promoted to positions not based on knowledge but who they know. To compensate for lack of knowledge of the departments they manage, they micromanage and undermine others. It seems like a lot of the senior leadership left over are those who are experts in office politics but offer no utility to the team or company. Stealing credit is the name of the game.
Forget about mobility. If you are useful to a narcissist, they will keep you in that department for as long as they want you.
