Telework (practically remote; I personally average two days a month in-office), tuition reimbursement,

Bureaucracy, favoritism, onerous workloads, low pay. It seems as though, in certain divisions, only those who are "in" with the division director receive recognition and opportunities. They only compensate you fairly when you're trying to leave. It may help retention to pay your employees market rates BEFORE they find somewhere else to work.
