Flexibility is inconsistently applied—those at the top enjoy it, but it's not extended equitably across the organization. High executive turnover is causing instability and uncertainty throughout the company. The corporate strategy lacks depth and changes frequently, creating confusion and undermining confidence. Frequent headcount reduction. Progress toward globalizing and modernizing HR practices is now in reverse.
