Management is exclusively made up of mainly phds - having a phd DOES NOT make you a good manager! They make all of their decisions without input from their knowledgable, experienced staff. They reorganize the entire department about every six months. 4 managers have quit in the past year because the top management is run like an office in the 1950's, and is very militaristic. I have had 8 managers in 6 years. There is no continuity from year to year. They don't know how to motivate their employees, and frankly don't care if they are motivated.
