The interview process is impossible to get to, plain and simple. You can be overqualified for their job posting, target all of the ATS keywords, and they won't contact you. It seems this school board is like so many others unfortunately, where its not about what you know, but who you know! Seems like there may be a systemic discrimination element with their hiring practices too, unsurprising if you look at the demographic of reviews from hired candidates or the LinkedIn profiles of hired candidates.
