With TAPS there was a relatively quick and well informed turnaround time between initial interview and offer for the position. Also, after the offer came very clearly communicated benefits, etc.

I applied by submitting my resume in late August. About 4 weeks later, the head of HR asked how I felt in line with the salary and asked if I could talk in a couple days. I said yes and that I looked forward to talking with her. She never responded.
