The communication with the team (email) was good. The phone interview was quite unprofessional: the person was over 10 mn late and didn't apologize, had a very poor connection, in addition to dogs barking in the background (working from home?), and abruptly ended up the interview after 20 mn because they had another meeting.
If you're not interested in interviewing candidates, then don't do it! Candidates are not responsible for your poor time management and interview skills. WRI should provide recruitment training to their managers, some really don't give a positive image of the organization.
I have interviewed many candidates in previous jobs, and always ensured to at a minimum be respectful and listen to what they had to say if I invited them.
