Management is focused on the workers in the field, and so they pretty much let the admin staff organize themselves, which often results in slow, inefficient work. Departments don't talk to each other, and work gets bottlenecked and mistakes are made with added costs as a result. It can be really stressful if you care about the quality of the work, because you're often pushed into a corner where you're told to just slap Band-Aids on things instead of getting the support to organize it properly straight out of the gate.
