Clueless executives. They purchased ARRIS and tried to run it like a manufacturing company. Engineering technical solutions and making wire are two very different business models. This isn't technically the fault of the current CEO because this mess was created before he joined. I understand his reasoning to sell off ARRIS in parts for less than half of what the previous guys paid.
