Proactive organization that is willing to give ideas a fair shake through pilot programs yet is nimble enough to incorporate those ideas quickly systemwide if benefits can be realized.
Cons
While there is a ton of support to help employees do their jobs really well, opportunities for advancement can be limited as it is not a growth-oriented agency. Someone leaves and there's a waterfall effect down the management chain. We do a great job at promoting the right people, but there are a lot of careers that can get stuck in third gear due to a lack of opportunities.
