People are encouraged to be "empowered" to "take action", but without guidance or a central, measurable goal; career development is non-existent so people have no idea what the expectations of roles in order to make decisions about moving up or around; promotions appear to be generally arbitrary and mostly discovered when someone's email signature changes.
