Management has little to no weight on personnel or company issues. Only upper management has push on making change. Policies are never set and things are subject to change based on whoever you are getting approval from. Hard-working employees will gain more responsibilities but not the pay or promotions that should go with them. Not a place where you can develop a career. More of a "stepping stone" job.
