Pros
The French have it really well with advancement opportunities in many areas. The non French are treated with a different level of importance and concern in that they are easily replaced with someone else in any state.
Cons
No advancement opportunities for non French. I saw entire depts turn over year after year as non French sought out better opportunities and their concerns for fairness were unheard or ignored
