Your point about employee engagement is a good one and something we are addressing. I believe the most engaged employees are those that are getting what they need from their work at the same time as deliverying what the company needs from their work. Based on this we are asking employees and all managers to talk through actions for improvement if this is not the case.
In our consulting department we do measure billability because long term bench time is not good for the employee or the company so it is the responsibility of both parties to work on actions to ensure Bench time is minimised.
