    Good pay and benefits package.

    Cons

    Nepotism and sexist hiring and promotion practices are rampant here. There is no oversight or auditing by HR for internal hiring/promotions. The old boys club is alive and well, and HR turns a blind eye, instead choosing to pay lip service. There is no organized training or long-term career development programs or guidance for employees. As a result, most employees have been stagnant and pigeonholed in their job... for years or decades, resulting in a disengaged workforce. This employer is inflexible about working arrangements and does not allow telecommuting. There are far too many ineffective managers who add minimal value, whose teams could easily function well without them. These ineffective managers, many who abuse staff, should be dismissed. Somehow, they persist and the HR complaints are swept under the rug. They are shuffled to a new team and given make-work projects. Such managers are paid big salaries - a shocking and irresponsible waste of ratepayer money. Fear-based culture: many managers are constantly insecure and fearing for their jobs, leading to micromanagement and a lack of trust.

    Advice to Management

    Get rid of your least effective managers, which is about 15-20% of all managers. There are too many cooks in the kitchen. This makes the organization a bloated bureaucracy where it is nearly impossible to get things done. Actually train and develop your managers and staff. Implement a real training and development program that allows equal access to opportunities, provides guidance, and identifies and nurtures... talent. Make real, measurable changes to stop the rampant systemic discrimination of women in hiring and promotion decisions. Own up to your own statstics, and actually do something to fix the problem. Foster a culture of continual improvement and innovation. That means identifying opportunities for improvement, and actually following through with resourced plans for implementing those improvements. The frequent turnover and re-organizations have been detriminantal to this. Foster a culture of trust and comradery between management and unionized staff. The lack of trust and micromanagement shown towards many professionals is truly demoralizing. Foster a results based culture, rather than the current culture of presenteeism.
