The people were friendly, encouraging, and engaging - no trick questions or games, just a sincere attempt to understand my work and personality. Asked good questions, had an interesting conversation, and involved a walkthrough of previous work.

Contacted by a recruiter. Had a screening phone call. They quickly started to make excuses about the potential salary without any prompting from me. They knew their pay levels were low. When i asked about specifics, I was told just how low they are. I understand small agencies, etc., and being flexible with expectations, but the pay was almost insultingly low. I ended the interview at that point.
What you get with such lowball salaries are either really desperate people, or highly unqualified people. Either way, those people will likely be job hunting the entire time they are employed there and you probably need to question the quality of the work produced.

Interview
Was contacted by their HR department. Scheduled 30 minute phone call which turned into a 75 minute call. The HR rep was very enthusiastic about my previous experience and said I would be a great fit with their company. She was to set up an interview with their Program Director. After a couple days of not hearing back, I reached out to the HR rep again. She said she was sorry that she hasn't been able to schedule a time, but she would do it with in 24 hours. After not hearing back again, I contacted her two days later with no response. I then let a week go by and contacted her again, and like last time, never received a response. It's been almost a month now and I've accepted a job elsewhere. I think it's quite unprofessional for their HR rep to never respond to emails or phone calls, especially when they acted so interested in my candidacy.
