Managing and maintaining wireless spectrum licenses, the company owns a total of about 3.8 billion MHz POPs (or the number of megahertz associated with a license multiplied by the population of the license's service area) in about 50 US markets. In Canada it owns licenses with 15 million POPS covered by 30 MHz of spectrum. The company plans to sell most of its spectrum to pay a debt of more than $890 million. It has already profitably sold about 93% of its US Advanced Wireless Service bands. Avenue Capital Group owns about 34% of NextWave Wireless. Navation Inc. holds more than 13% of the company.
