1960 Family Practice interview questions

Interview 2 different times with different people and interviews goes well. I ask how soon are they hiring and both times says very soon and will start calling back the end of that week. Never hear from them, yet the continued to advertise jobs and I know a lot of people that say the same thing. They call you in so much yet hire no one.
