Aily Software Engineer interview questions

After an initial chat by phone, we appoint an interview. What was my surprise when the HR interview turns into a Technical interview with no HR interviewers? It was a little awkward because the technical person wasn't know how to lead the interview so there were moments when I was lost about "what are we doing?" "Am I leading the chat?" I can understand that we have to pass technical tests, but It should be notified to the candidate to prepare himself for it.
