This indicates that the company doesn’t value the candidate’s time. You can repeatedly reach out to the concerned HR, but you won’t hear back from them.
They used cheap negotiation tactics, claiming a budget change and offering a different title. This behavior reflects poorly on their consideration for employee growth.
