I was interviewed for about 2 hours. In the end of the interview the controller told me that they had made an offer to another candidate the day before. He "offered" me a different job for a lower salary which he created in the spot.

Interview
I applied online for a Baltimore-based role. Upon the first call, I was notified that the position I applied to is actually "always posted" and the role shown is not available. I was informed on this phone call that they did have a regional role available that would have me traveling up to 45 minutes from my home. I said that would be okay and agreed to the second interview. Right before the second interview, I was told the role would actually be traveling further (1.5 hours away). I declined immediately. The following day I was asked if I'd be interested in a role closer to home. I'm unsure why this role was not offered to me initially and why the bait and switch. I then found out they require providers to sign a contract stating if they don't give 4 months' notice they will owe $15,000. I immediately officially withdrew my application at this point. Seems like a very deceptive company as this was not mentioned at all in the interview. I only discovered this in the other glassdoor reviews.
