      Policy before people. HR and management are disinterested in problems around fair payment for on call working and employee concerns in general. Disjointed work dynamic caused by management disconnection with workforce resulting in employee dissatisfaction with role and conditions. Poor pay rates for work expectations. Poor management responsible for high staff turnover.
