Fear, unproven science, worse management

I wouldn't know what to say as a pro other than you always got to meet new people because layoffs were a quarterly event.

Cons

The grand idea would lure in scientists who had established careers around the country and drop them into a world of uncertainly. No management, no attainable goals and no idea of what the company was even doing. Even from the inside it was unclear. If they were lucky they were employed 6 months before their position was " eliminated " if you are already in Maryland, fine- but do NOT relocate for this company

Pros

If you get lucky you can have the chance to work on some cutting edge science/technologies. Some good folks on the ground in the labs working their butts off.

Cons

A significant number of employees are worried for thier jobs and probably looking to leave. The few that aren't are political connections to management. You will learn to keep your opinions and career development goals to yourself because management has little interest in those. Management is distant because they don't want to get close to those they are planning to let go. There is almost no company morale or camaraderie. What bonds there are get formed by those on the ground akin to battle tested bonds. Questionable IP moving forward.
